And what is the policy solution that "...changes the rules of the game." Aren't all these behaviors presently illegal? If the Boy's Code is the summation of thousands of years of human evolution...as this suggests:

And that agressive behavior has resulted in species success, and it's hard wired into us...how can we change it without changing who we (as humans) are? I don't see a solution as much as a great description of a problem...a first step, but now?
